Characteristics

For purposes of character creation the definition of median is what will be the most likely value for all the superheros and villains who are your character’s class of opponents. So if you are fighting one-on-one with a supervillain you can expect that they will be matched pretty close to this. Master villains are often designed to take on an entire team by themselves. In those cases the definition of median (and maximum values) do not apply.
